Rufino H Léon Tovar was appointed Minister of Transportation and Roads in the Mexico City Government in December 2012. Before that, he was the General Director of the Electrical Transport Service of Mexico City. Other former roles for Mexico City include: Director-General of Legal Affairs of the Ministry of Social Development, Director-General of Legal Affairs of the Ministry of Public Security, Director-General of the Institute of Taxis, Legal Manager and Director of Auxiliar Transport of the Electric Transport Service. Léon Tovar holds a Degree in Law and graduated with honors from the National Autonomous University of Mexico.
